I have not received Government of India's telegram of 30th July, but, on the strength of a telegram from Government of Hong Kong, from which it appears that new tax is being enforced at Swatow in a peculiarly objectionable manner, I requested Wai-wu Pu on 29th July to instruct Viceroy at Cauton at once to stop these illegal proceedings.
India and Hong Kong informed.
